ITANAGAR, Oct 02: The Zilla Parishads for the newly created districts of Kra Daadi, Siang and Namsai have been constituted as per the Arunachal Pradesh Panchayati Raj Act 1997, informed Director of Panchayati Raj in a release. Accordingly, the Commissioner (RD & PR) shall determine the number of offices of Chairpersons of Zilla Parishads and seats to be reserved for women by draw of lots.

Wildlife Week celebrated
ITANAGAR, Oct 02: The Wildlife Week 2015 celebration commenced today in different schools and villages located in the fringe areas of Kamlang Wildlife Sanctuary division. A release from DFO Kamlang Wildlife Sanctuary division stated that United Halai Welfare Association, Wakro, an NGO in collaboration with Kamlang Wildlife Sanctuary division will be celebrating the Week from Oct 2 to 8.
The celebration was kicked off by cleaning of a school compound and planting of trees with the theme "Save Forest and Save Wildlife" followed by drawing competition and awareness meeting at Kathan Village School, which was participated by the students, teachers, PRI members, GBs, villagers and Govt employees.
In the meeting, DFO Koj Tassar and RFO K Dechen highlighted about the importance of wildlife for maintaining ecological balance. The DFO requested the NGO members and villagers to cooperate with forest officials in preservation and protection of rich fauna and flora of the Sanctuary and its fringe areas.
United Halai Welfare Association, chairman Hamikso Halai while assuring to cooperate with the department requested the villagers to stop hunting and fishing especially during breeding and lactating season. The GBs, PRI members and village elders also spoke in the meeting and assured to help and cooperate with the forest department in protecting the wildlife and its habitat.

Fishing, hunting ban
ITANAGAR, Oct 02: In a bid to protect its natural resources and wild life, the people of Potin have put blanket ban on fishing using explosive and hazardous chemical, hunting and sawing of timbers. The prohibitory order of the village came after a meeting headed by ASM Lishi Baka on Thursday. The village further informed that violators would be penalized under the Wild Life Protection Act 1972.

Nyari Welly birth anniversary celebrated
SEPPA, Oct 02: The birth anniversary of the first woman MLA of Arunachal Pradesh, Late Nyari Welly was celebrated at the Nyedar Namlo, Seppa today. The Women Welfare Organization (WWO), East Kameng unit organised the programme which was attended by the governmental Head of Departments, members from the district NGOs and school students.
Talking about women empowerment, Seppa ADC Pooja Jain said that women have performed outstanding role in every field of activity and urged everyone to draw inspiration from the women achievers.
She lauded the contributions of the WWO and asked them to keep doing such good work.

Police crack child trafficking case
ITANAGAR, Oct 02: A team of Itanagar women police station led by the SI N. Angu and ASI A.N Biki under the supervision of OC Inspector C.N Bui has arrested the persons involved in child trafficking, Lokam Welfare Society (LWS) who lodged a complaint against child trafficking said..
According to LWS complaint lodged at the women police station, one Lokam Tagi of Tarla village under Damin circle in Kurung Kumey district was allegedly forced to sell his 7 years old daughter to one Gangte Tado of Leel village under Sangram circle at a cost of Rs. 30,000 only as 'lent money.' One Gangte Taniang, younger brother of Gangte Tado also compelled Lokam Tagi to sell his daughter and forcefully took away the minor girl from Lobi, Itanagar to Leel village on Sept 3. Later, they had allegedly sold the girl to a third party of Leel village, the Society said in its complaint letter.
Meanwhile, LWS lauded the prompt action of the police team and appealed the law enforcing authority to award punishment to the accused persons as per law.

AAPSU to launch state-
ITANAGAR, Oct 02: Arunachal Pradesh Students' Union (AAPSU) has decided to launch

The protest rally will be held at all the District Headquarters to send a "strong message to the centre that the refugees shall never be accepted by the people of Arunachal Pradesh".
The decision to this effect was taken in a meeting held on Friday in Itanagar under the chairmanship of its president Kamta Lapung which was attended by representatives of all the District Students Unions.
It was also decided that a legal team of AAPSU headed by Nabam Jallow as chairman and Marto Kato as Member Secretary shall file a review as well as curative petitions against the Supreme Court ruling. The team is leaving on Oct 3 for Delhi.
AAPSU further said that a peaceful Dharna shall be organized at Jantar Mantar, New Delhi by the AAPSU to garner strong national public opinion and make the voices of the Arunachalees heard in New Delhi.
Meanwhile, AAPSU has appealed to the NGO's, Women's Organisations, Political Parties, Community based Students as well as welfare organizations and intellectuals of the State to come out openly and support the Union in its democratic fight in safeguarding the interest of the indigenous people of Arunachal Pradesh .
APCC hits back at Rijiju on refugee issue, says NDA responsible
ITANAGAR, Oct 02: While reacting to Minister of State for Home, Kiren Rijiju's statement accusing Congress for the current refugee mess, Arunachal Pradesh Congress Committee (APCC) while refuting the allegation has said that Supreme Court verdicts on grant of citizenship to Chakma and Hajong refuges have came out during the BJP led NDA Govt at the Centre including one in 1996.
Defending the agreement signed between former Prime Minister of India Indira Gandhi and former Prime Minister of Bangladesh Sheikh Mujibur Rahman, APCC said that it was to settle displaced refugees but "not only in Arunachal Pradesh".
It further wanted to know if fellow Indians are not allowed to settle and acquire land and have to obtain ILP as per prevailing provisions, how the refugees are to be allowed into the state. We will not compromise on the laid down rules and regulations in the Panchsheel formula, APCC added.
It further said that being a son of a former Congress MLA and a former member of Congress himself, Rijiju should not speak ill about the party.

ITANAGAR, Oct 02: The Arunachal Pradesh Youth Congress (APYC) today termed rumour of Congress MLAs indulging in dissident activities as untrue. The youth brigade of Congress claimed that state government under the leadership of Chief Minister Nabam Tuki is doing a good job and there is no reason for party MLAs to act against him.
"We are unaware of dissident activities but even if there is problem, it will be sorted out within Congress family. The transition from Planning Commission to Niti Ayog is having its effect in Arunachal too. Despite all the problems, Tuki has done quite well in terms of governance and bringing out new innovative policies.
Best example is the adoption of sports policy which will immensely benefit sportspersons of the state in long term. The government is healthy and will continue to serve the people of state," said APYC President cum Liromoba MLA Nyamar Karbak.
"Government is paying serious attention and hopefully situation will improve in coming months, he said while acknowledging that condition of road has worsened and that it needed attention.
However, he was quick to add that "just because road is bad and colonies are full of garbage, people should not blame Chief Minister." "Every citizen of state will have to make their contribution for the betterment of Arunachal. Just writing in social networking sites about poor road and bad system will not change the state. Citizen should first ask themselves few hard questions. They will have to help government as without their cooperation, the government alone won't be able to carry out developmental activities," said Karbak as he appealed the people of state to contribute their bit for the growth of Arunachal.
Mudra scheme launched in Arunachal

ITANAGAR, Oct 02: The Mudra scheme was launched today in the state capital.
Chief Minister Nabam Tuki and Union Minister of State for Home Kiren Rijiju jointly launched the scheme.
On the occasion few beneficiaries were distributed with sanctioned letter of loan under Mudra scheme. Representatives of state Bank of India and other nationalized banks were part of the programme.
In the whole state, 1000 people have been given loan under this scheme and in capital alone more than 300 people have taken benefit of the scheme. Under the aegis of Pradhan Mantri MUDRA Yojana, there are three schemes namely 'Shishu', 'Kishor' and 'Tarun'.
Shishu: covers loans upto 50,000, Kishor: covers loans above 50,000 and upto 5 lakh and lastly Tarun: covers loans above 5 lakh and upto 10 lakh.
Within the framework and overall objective of development and growth of Shishu, Kishor and Tarun Units, the products being offered by MUDRA at the rollout stage have been designed to meet requirements of different sectors / business activities as well as business / entrepreneur segments. Speaking on the occasion, MoS Home Kiren urged banks and state government to put up joint effort to ensure that the scheme is successfully implemented.
Rijiju urged beneficiaries to properly use the money as he informed that government of India has taken big risk by starting this loan scheme.
Chief Minister Nabam Tuki appealed banks to open branches especially in interior areas to ensure that people living in rural areas get maximum benefit. He informed that people from interior often meet him and complains about lack of banking facilities in their villages. Tuki further called upon banks to merge Mudra scheme with chief minister's skill development scheme for better result. He also emphasized that for better implementation of the scheme the beneficiaries will have to be properly educated and trained.
Wancho delegation to meet Nitin Gadkari, alleges scam in road construction

New Delhi, Oct 02: Alleging scam in the road constructions of Arunachal Pradesh, a delegation of the Wancho community of the state will meet the Union Road, Transport and Highway minister Nitin Gadkari, demanding the cancellation of tender being allotted to a Gujarat based company.

Carlo was given the tender to construct the Longding-
The Longding district of Aruncahal Pradesh, is considered to be one of the most underdeveloped district in the state with no proper road connections. The tender for the 47.12 km highway from Kanubari to Longding was given early this year.

Cleanliness drives mark Gandhi Jayanti
ITANAGAR, Oct 02: Arunachal Pradesh celebrated the birthday of Father of the Nation Mahatma Gandhi by organizing mass cleanliness and sanitation drives throughout the state as part of Swachh Bharat Mission.
The motto Swachh Bharat is to provide sanitation facilities to every family, including toilets, solid and liquid waste disposal systems, village cleanliness and safe drinking water supply.
Prime Minister Narendra Modi launched the Swachh Bharat Mission on the occasion of Gandhiji's birthday last year and called for achieving it by 2019 as a befitting tribute to Gandhi on his 150th birth anniversary, who always dreamt of a Clean India.

Social services were carried out in all sectors and wards by Itanagar Municipal Council (IMC) under the supervision of Chief Municipal Executive Officer Habung Lampung.
Lampung requested capital dwellers to keep their township clean by not littering. He advised them not to use polythene bags while throwing garbage and asked every hotelier to properly dispose off their waste materials.
At Pasighat, MLA Kaling Moyong appealed to the people to maintain cleanliness in township which can reduce the sources of malaria, dengue and other infectious diseases.

He requested the village water & sanitation committee (VWSC) to pass a strong resolution to stop open defecation.
Responding to Tok's appeal, Rajen Tayeng, the Gaon Burah of Melangkung Panchayat assured that he will work towards open defecation free panchayat.
At Dulom village in Upper Subansiri, Gandhi Jayanti was celebrated by organizing awareness campaign on cleanliness and hygiene wherein Deputy Commissioner Komkar Dulom, SP Taru Gusar, APWC member Duma Yekar, PRI members, Gaon Buras and local public were present.
DC Komkar Dulom advised the villagers to actively take up and meet the target set under Swachh Bharat Mission and spread awareness so that all the villages in the district become open defecation free. The people from all walks of life, distributed in 18 different sectors in Changlang town, enthusiastically started cleaning their respective allotted sectors.
The CRPF teams distributed in three different sectors were adjudged best performing teams while Govt. Hr Sec School, Chg Team and Power House Colony team were adjudged first and second runners up teams in the cleanliness drive. The Teams will be rewarded with cash prizes.

Joining rest of the people of the country, the Women Wing of All Arunachal Pradesh Gorkha Youth Welfare Association (AAPGYWA) led by its President, Sabitry Subbha and AAPGYWA unit of Dera Natung Government College, conducted cleanliness drives at Raj Bhawan area and Itanagar Police Station area at Bank Tinali, today.
Sponsored by Gora Lotak, Councillor of ward no. 18, the Gorkha organisations with a motto of 'Clean & Hygiene Arunachal', took to the cleanliness drive with active participation from the community members along with the members of Ward.
The PHE & WS Division Yupia conducted Swacchta Abhiyan at Balijan town. Chukhu Takar, ADC Balijan exhorted the gathering to respond to the call of Prime Minister Modi for a clean India and contribute in making clean and healthy India by 2nd October 2019.
At Mechukha, a social service was organized by the local administration under the supervision of ADC Tungge Loya wherein Head of Departments, students of various schools, business community and ITBP personnel participated.
Cleanliness drive was also organized at Ganga village by PHE &WS department in collaboration with PRI members and student and teaching staffs of Govt. Hr. Sec. Schools, Ganga.
Cleanliness drive was carried out in presence of Parliamentary Sectary, PHE&WS, Kumsi Sidisow, Parliamentary Secretary (UD) Techi Kaso, departmental engineers, ZPM and the ASM Chairperson of Ganga.
Social services were also conducted by the youths of Ward No 4, Ward No 5, Banderdewa Bazaar Welfare Committee in their respective areas led by their Councilors and Bazaar Secretary/president, All Arunachal Pradesh Labour Union at Nirjuli by cleaning drains, garbage and clearing roadside weeds, jungles etc.
The villagers of Jamkhar comprising 17 households situated above 7000 ft and about 19 km from Tawang Township conducted social service by cleaning the village roads and nallahs.

APYC to organize Marathon event

ITANAGAR, Oct 02: ITANAGAR, Oct 2: The Arunachal Pradesh Youth Congress is going to organize second edition of Jaag Arunachal, Bhaag Arunachal' a marathon race on November 14 next. The race would start from Rajiv Gandhi Stadium and end at IG Park.
Addressing the reporters at Arunachal Press Club today, MLA cum President APYC Nyamar Karbak informed that theme of the marathon is to maintain unity and communal harmony. He also claims that even though marathon is being organized by APYC, it is apolitical in colour and appealed every section of Arunachalees to join the mega event to send out strong message of communal harmony and healthy Arunachal.
The first edition saw participation of 4730 including 2080 female.
"We need more participants this year for which the registration form would be available in APYC office in state capital from October 10 to November 10 next," said Karbak. To encourage adult men & women, a different segment would be made for 45+(Men) and 30+(women) with cash prize of Rs 50,000, Rs 25,000 and Rs15,000 to the winners beside the regular open category.
Along with prize money of Rs 75,000 & 35,000 (open category) for the winner's, appreciation certificate would also be conferred to every participant, asserted President APYC while informing that a celebrity would be invited to flag off the race.

This is common in every culture of the entire world where snakes are associated with devil/bad omen and are killed at the first sight. People all over the world, literate and illiterate, usually have a mentality that all snakes are poisonous and should be eliminated whenever one come across (our state however have taken it to a whole new level!). So I did some research and decided to write a small article so as to hopefully educate at least some people of the state through your esteem daily about snakes.
How to differentiate between venomous and non-

Since the venomous snakes have long modified teeth called "FANGS" to inject venom
into the victim, the bite mark can be used to identify if the snake was venomous
or not. In case of bite from a venomous snake, two bigger puncture marks of the fangs
will be visible along with other smaller teeth marks. But in case of non-

The best and most effective instant action to take in case of snake bite is to follow the four points plan below:
1. Reassure the victim: Keep calm, fear and panic will only raise the pulse rate
and blood pressure and move the venom into the system faster. Tell the patient that

2. Immobilize the bitten limb without compression: If the bite is on hand or arm place it in a sling bandage or use a piece of cloth to support the arm. In the case of a leg bite, keep it still on a cushion of cloth or straw.
3. Carry the patient to the hospital as fast as safely possible.
4. Note the following symptoms and tell the doctor:
a. Bleeding from the wound that does not seem to stop
b. Difficulty in breathing
c. Drooping eyelids
d. Progressive swelling
e. Drowsiness
f. Difficulty in breathing
g. Bleeding gums
What not to do in case of snake bite
1. Tourniquets, or compression bandages do more harm than good and so are no longer recommended for snakebite first aid in India.
2. Do not waste time in local remedies, instead seek medical assistance. Time is a critical factor in snakebite cases.
3. Do not try "cut and suction" method; it may cause death due to profuse bleeding instead.

" Fact: Snakes would avoid milk as it is not their natural food. Moreover snake's tongue is not meant for sucking purpose. A thirsty snake would however, drink such liquid.
# Fallacy: Some snakes carry jewel.
" Fact: It is impossible for snakes to carry jewel or stone on their head. It exists only in mythology.
# Fallacy: Snake chase people to attack.
" Fact: Snakes are afraid of human or any other large animals. Rather prefer to escape quickly when they sense human presence. However, when cornered, some snakes become aggressive and display threat.
# Fallacy: Snakes can remember one who hurt them.
" Fact: Snakes neither have the kind of intelligence to remember individuals nor they are revengeful animals. This can happen only in movies.
# Fallacy: Hurting one snake will invite another or more to take revenge.
" Fact: This is another movie induced fallacy. However, in some species (e.g., RhabdophisSpp.), killing and individual may rupture glands that secrete attractants (to opposite sex), resulting more snakes appear in the scene to investigate. This might be more common during mating season.
# Fallacy: Snake charmers are immune to cobra venom.
" Fact: Most snake charmers remove the fangs of the cobras and often destroy the venom glands by cruel surgery. Hence such cobra bites are dry and they are likely to be unaffected.
# Fallacy: Some snakes can fly.
" Fact: No snake can fly. However, flying snake (e.g. Ornate Flying Snake), by flattening the body can glide a short distance through air from higher to lower canopy.

Put more effort to make SBA successful
Exactly a year after Prime Minister Narendra Modi launched Swachh Bharat Abhiyan on 2nd October 2014, the situation has not changed much in India. Despite pumping in huge amount of money, the desire effect cannot be seen on the street. Sadly a year after launch of the programme, the Indian cities continue to make headline for dirtiness and high level pollution. Slowly people are starting to question the effectiveness of Swachh Bharat Abhiyan(SBA).
According to a recent survey conducted by Central Public Works Department (CPWD),
the government buildings in New Delhi scored very poorly when judged on availability
of sanitation infrastructure, cleanliness and adequacy of dustbins in the buildings
and premises. While Rashtrapati Bhawan and South Block, the seat of Prime Minister
Office are lagging behind in Swacch Bharat Abhiyan rating, the Nirman Bhawan, seat
of Urban Development Ministry, responsible for implementing 'Swachh Bharat' exercise

Role of village institutions in conservation

The people of Arunachal Pradesh have been bestowed with natural treasure. However,
growing developmental activities and increasing demand for land and natural resources
is damaging forest cover with every passing day. It is widely known to all that the
forest department of the state does not possess enough man power and infrastructure
for effective control of various human activities that lead to destruction of nature.
Other than a few pockets of notified Protected Areas (PA), most of the forest areas
come under Un-
There are numerous examples where villagers prohibit various activities like deforestation,
fishing using dynamites and chemicals, hunting etc. in their respective village jurisdictions.
The violators, if caught, are imposed with heavy fine as a punishment/deterrent.
Most of such village institutions are being managed by the local villagers themselves
without much support or recognition from the government, though local administration
and forest department do play some role to guide and encourage such local bodies
under their capacity when approached. Given the limitations of Forest Department
and local Administration, they should utilize this immense potential of the local
bodies and formulate policy to officially recognize such local institutions involving
students, youths and elders of the villages, provide them with required fund, tools,

An unimaginable verdict

Through the columns of your reputed esteemed daily, I vehemently oppose any move to grant citizenship rights to Chakmas and Hajong refugees who were provided temporary shelters in districts like Namsai, Lohit and Changlang in Arunachal Pradesh.
It is beyond imagination as to why the Supreme Court had passed a verdict directing
the state govt to grant citizenship to Chakma-
It seems some politicians and businessmen helped the refugees to get citizenship to enrich their vote banks and engage them as helpers in their business activities but they failed to realize the consequence that may befall upon the Arunachalee people due to APST status for nontribal or refugees.
Who will take the responsible if the rape, murder and extortion incidents increase manifold following the citizenship rights to such refugees?

Bank without manager and sufficient staff
Dear Editor,
Through your esteemed daily, I would like to bring it to the attention of SBI main branch, Itanagar. That SBI branch at Koloriang is still functioning without a regular Branch Manager and there is lack of working staff, due to which the SBI customers are facing lots of difficulties.
Because of the absence of a regular Branch Manager and insufficient working staff, many important transaction and schemes are not yet fully operational at SBI Koloriang. Many important transactions like sanctioning of financial loan and pension schemes are not yet fully functional.
A regular Branch Manager is needed for sanctioning of many national schemes like Vidya Schemes for girl child and old age pension schemes and other important financial dealing. And these days, it has become mandatory for availing government benefits like LPG subsidy, student’s stipend and MGNREGA only through personal bank account.
A consumer falling under the category of BPL and AAY need to obtain a bank account for opening a Blue Book (LPG Gas Card) which is a must. The Bank also needs reliever for those staff who recently got transferred.
As we all know that in this 21st century banking and financial institutions plays a very vital role in an economic upliftment of an area. Like any other place, the presence of SBI bank at Koloriang has also made lots of difference; it has boosted the business community. And not to forget all the Government employees too are getting the benefit. Things have become convenient and easily accessible for financial dealing after the bank was established here at Koloriang. But unfortunately, due to absence of a regular Branch Manager and insufficient staff for prolonged period, it is giving hindrance in the day to day and many mandatory transactions.
So, I request the authority concerned to kindly look into this matter seriously and depute a regular Branch Manager and sufficient numbers of clerical staff for smooth functioning of SBI bank at Koloriang.
It is my humble request, if possible try to introduce Kiosk banking system here at Koloriang branch, which also happened to be the district headquarter of Kurung Kumey.

No offence please
Dear Editor,
In the beginning, I would like to make it clear that I am not against technically qualified people. But I have reservation on their quality for employability. Often they boast about their degree but I am of the opinion that degree is just a means. Knowledge and intelligence is measured by the achievement in real field.
Here I would like to clear that the post of station superintendent is managerial and supervisory in nature. The basic work of station superintendent is man management, we do not really deal with engineering work, and we deal with conductors, drivers, mechanics and passengers who are human beings. We just run the buses that are purchased by the government and successfully it has been managed since inception.
Secondly, the department in fact does not prevent so called mechanical/automobile engineers from the job. Only thing is that they should be able to qualify APPSCCE and opt for the post of Station Superintendent. Simply crying for reservation over the post does not demonstrate their knowledge. I think department would definitely be pleased to have them provided they pass the combine competitive exam in which no degree is given priority.
Thirdly, please don’t try to say that arts graduates are only qualified for peon post only. Some post can equally be managed efficiently by any degree holder with their sheer intelligence. The anonymous writer might be unemployed engineer or somebody who don’t like present station superintendents posted in various district and would like to prove us inefficient.
But I would like to tell him/her that vehicles are repaired by mechanics and build/ designed by engineers. Automobile engineer should be looking for job in enterprises were vehicles are manufactured otherwise there wouldn’t be much difference between mechanics and engineers, so to say ITI holder and degree holder in automobile.
Our state Transport Service is not authorized to manufacture rather we are just authorized to run buses as per manual of the buses provided by company of bus.
Lastly, to manage a bus I don’t think automobile engineering degree is prerequisite because every private person is managing their private vehicle efficiently with the help of dealer and mechanics.
And for the better information of unemployed engineer, I would like to inform that there is Assistant Engineer (auto) and Executive Engineer (Auto) who are there to help the department in case any situation arises in which expert advice is required.
Just proclaiming is not the solution. At least prove yourself that you are good engineer if not outstanding or genius. No offence. It is just sharing idea.
